Franklin County Mayor David Alexander presents Allen Burnette, Project Lifeline Region 5 South recovery coordinator, with a proclamation he just signed declaring September as National Recovery Month, coinciding with a nationwide effort to combat substance abuse and its connection with mental disorders.
